      PAPUA NEW GUINEA'S EXPORT-CROP RESEARCH: PAST RETURNS AND EXPECTED ECONOMIC EFFECTS

            Abstract

            The project described in the paper is the first attempt to provide an economic evaluation of export-crop research in PNG. The institutional framework is outlined to provide a context for understanding the methods used. Past performance of two agricultural research projects was assessed and then eleven ex ante research evaluations were performed. After reviewing the overall results, suggestions are made for institutionalising research evaluation procedures at various levels of the public administration system.

            21. The analytical procedure of the study was implemented as a computer package. A Fortran programme was written for the purpose of this study. The user's guide to the programme (G. Antony, User's Guide to Program CBR: Calculation of the Costs and Benefits of Export-Crop Research in Papua New Guinea. Research Bulletin No. 48, Department of Agriculture and Livestock, Port Moresby, 1990) contains detailed instructions for deriving the data set for analysis, running the programme and interpreting the results. Results include present values and internal rates of return for the projects at the national level. The output also contains details of the without-and with-research scenarios; quantities of output and producers’ surpluses are shown for each year, region and producer group. A copy of the programme can be obtained from the authors on IBM PC compatible disk. Please specify disk size and density and send $15 to cover costs to: Department of Agricultural Economics, UNE, Armidale, NSW 2351. The programme comes complete with demonstration files and utilities. Only the listing of the Fortran source code is available on a Macintosh disk, and the authors do not support the programme on the Macintosh.
